Elmer has more than 30 years of experience working directly with First Nations on capital facilities & asset management. He joined the Ontario First Nations Technical Services Corporation (OFNTSC) in 1995, with the role of providing advisory services on First Nations Capital and Operation & Maintenance Programs.
